Section 20(1) in Jammu and Kashmir Government Business Rules, 2008
(1)When a case has been decided by the Cabinet after discussion at a meeting, the Minister concerned shall take action to give effect to the decision. If, however, any deviation is proposed to be made from that decision, the case shall be submitted to the Chief Minister by the Minister concerned and further action on it will be taken according to any directions of the Chief Minister. The Secretary in the department concerned will in case cause to be supplied to the Secretary to the Cabinet such documents as the latter may require to enable him to maintain his record of the case.
