16. Amendment of draft license .-Any person who desires to have any amendment made in the draft license shall deliver a statement of the amendment to the applicant and to such officer as the State Government may designate in this behalf within the time allowed under sub-rule (2) of rule 15 for the submission of representations referring to the application.
