श्री सुरेन्द्र सिंह नागर (गौतम बुद्ध नगर): महोदय, मैं आप का ध्यान पिछले पन्द्रह-बीस वर्षों से सामाजिक, आर्थिक, शैक्षिक और राजनैतिक रूप से पिछड़े गुर्जर समाज द्वारा उन्हें अनुसूचित जाति में शामिल करने का जो आंदोलन चल रहा है, उस की तरफ दिलाना चाहता हूं। इस आंदोलन में आज तक समाज के 72 लोग कुर्बानी दे चुके हैं। यह आंदोलन वर्ष 2005 में चला। इस के लिए उस समय की सरकार ने चोपड़ा कमीशन बनाया। उस कमीशन ने अपनी रिपोर्ट दी और उस ने इसे ओबीसी में शामिल करने की रिकमेंडेशन दी जिसे सरकार ने मान लिया लेकिन वहां ऑलरेडी 49औ आरक्षण है। इसलिए उस का लाभ गुर्जर समाज को नहीं मिल पाया। इस के बाद दुबारा राजस्थान की सरकार ने इसरानी कमेटी का गठन किया। उस ने भी यह रिकमेंडेशन की और सरकार ने उसे माना।
मेरा भारत सरकार से अनुरोध है कि जो प्रस्ताव, चूंकि यह अधिकार संविधान के अनुसार केन्द्र सरकार के पास को है, राजस्थान की विधान सभा ने प्रस्तावित कर के भेजा है उसे मानते हुए और वहां की चोपड़ा समिति की रिपोर्ट का संज्ञान लेते हुए गुर्जर समाज को संविधान की 9वीं अनुसूची में आरक्षण का विशेष दर्जा दें जिससे वहां पिछले पन्द्रह-बीस सालों से संघर्ष कर रहे गुर्जर समाज को इस का लाभ मिल सके। The Lok Sabha then adjourned till Eleven of the Clock on Wednesday, March 20, 2013/Phalguna 29, 1934 (Saka).
