Section 12(2)(a) in The Goa, Daman and Diu Public Health Act, 1985

(a)Save as otherwise provided in this Act or in any rules or regulations made under it, all appointments, transfers and punishments of the members of the public health establishment under the supervision and control of the Health Officer shall be made by the Health Officer, subject to the approval of the Director.
