ORDER
1. The Appellant filed an RTI application dated 25.04.2024 seeking information on the following points:
Following information / documents with respect to SUNFLOWER SCHOOL (Address: 10, Patel Colony, P. N. Marg, Bedi Bunder Road, Jamnagar, Gujarat. UDISE Code. 24100710546, CBSE Affiliation Number: 430311) kindly be provided.
1. List of teachers at Sunflower School from 2014 to 2023 at relevant point of time , along with their names, designations, qualifications, teaching Page 1 of 4 experience, trained or untrained and any other relevant details available in the records of NCTE.
2. Details of teacher education programmes conducted by/for Sunflower School in collaboration with or approval from NCTE, including but not limited to:
i) Teacher Education Programme names,
ii) Duration & Dates of the programmes.
iii) List of Teachers trained in the programme.
iv) Any correspondence, agreements, or documentation related to these programmes between NCTE and Sunflower School.
3. Any documentation, approvals, or correspondence between NCTE and Sunflower School regarding the appointment, qualifications, certification or training of teachers of sunflower school from 2014 to 2023.
4. Any documentation, approvals, or correspondence between NCTE and Office of Jamnagar District Education officer (DEO) or Jamnagar District School Inspection office or Office of Jamnagar District Primary Education officer (DPEO) or any other statutory/Govt. body regarding the appointment, qualifications, certification or training of teachers of sunflower school from 2014 to 2023.
Following information / documents with respect to R.M, GORIYA SCHOOL (Address: 9, Patel Colony, Jamnagar, Gujarat) (UDISE Code: 24100710406 & 24100710407) kindly be provided.
5. List of teachers at R.M, GORIYA SCHOOL from 2012 to 2015 at relevant point of time, along with their names, designations, qualifications, teaching experience, trained or untrained and any other relevant details available in the records of NCTE.

2. The CPIO replied vide letter dated 02.05.2024 and the same is reproduced as under :-
"This matter does not come under the purview of NCTE. You may approach the State Board Gujarat or CBSE Delhi for the information."
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 03.05.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 15.05.2024 upheld the reply given by the CPIO.
4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated Nil.
5. The appellant remained absent and on behalf of the respondent Sidharth, PIO WRC attended the hearing in person.
6. The respondent while defending their case in addition to their initial reply, gave additional point-wise reply along with their written submissions dated 31.07.2025, extracted below:
"With reference to the notice received from the Hon'ble Central Information Commission, regarding the RTI Appeal/Complaint filed by the appellant seeking information pertaining to Sun Flower School, Jamnagar and R.M. Goriya School, Jamnagar, I respectfully submit the following:-
Points No. 1 & 5. The information sought by the applicant is not available at WRC, NCTE. The information might be available with, Central Board of Secondary Education (CBSE). Accordingly, the RTI Application is being transferred under Section 6(3) of the RTI Act 2005 to the PIO, CBSE for furnishing the desired information directly to applicant. (Copy attached) Points No. 2, 3 & 4. The institution namely Sunflower School, 10, Patel Colony, P.N. Marg, Bedi Bunder Road, Jamnagar, Gujarat is not recognised by WRC, NCTE. Therefore, there is no such records/information/communication as sought Page 3 of 4 for by the applicant. Hence, the information in this regard may please be treated as "NIL".
Points No. 6, 7 & 8. The institution namely R.M. Goriya School, 9, Patel Colony, Jamnagar, Gujarat is not recognised by WRC, NCTE. Therefore, there is no such records/information/communication as sought for by the applicant. Hence, the information in this regard may be treated as "NIL".

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observes that appropriate response has been given by the respondent vide letters dated 02.05.2024 and 31.07.2025. Further, in the absence of the Appellant to plead his case or contest the CPIO's submissions, the Commission finds no scope of intervention in the matter. Accordingly, the appeal is dismissed.
Copy of the decision be provided free of cost to the parties.
