(3)The function of the Board shall be to advise the [State] [Word Substituted for the word 'Provincial' by the Adaptation of Laws Order, 1950.] Government on all matters relating to the control of vagrancy and in particular on the administration of this Act and for the aforementioned purposes any member of the Board may enter and inspect at any time any receiving centre or vagrants' home.
