Section 8 in Sikkim Excise Act, 1992

8. Power to prohibit import, export or transport.

- The Government may, by notification -a. prohibit the import or export of any excisable articles or intoxicant into or from Sikkim or any part thereof; orb. prohibit the transport of any excisable articles or intoxicant either absolutely or in such circumstances as it may, by notification, specify.
