Section 24A(4) in Andhra Pradesh (Telangana Area) Tenancy and Agricultural Land Rules, 1950.
(4)The decision of the majority of its members shall be decision of the Commission:Provided that a decision given by a Chairman and any one of the non-official member shall be deemed to be a decision of the Commission when the other non-official member is absent or cannot for any reason take part in the proceedings:Provided further that when there is difference of opinion between the Chairman and the non-official member the case shall be referred to the other non-official member and any decision given by him shall be deemed to be the decision of the Commission.
