(1)In addition to the books which may be issued from the prison library, a convicted criminal prisoner shall be permitted to have in his possession at a time not more than two religious books and ten non-religious books of his own:Provided that the non-religious books are not, in the opinion of the Superintendent, vulgar, obscene, of an objectionable nature, or prohibited by Government.
