(3)The State Government may, by notification in the Official Gazette specify the composition, functions and responsibilities of the council under sub-section (1), which shall be in conformity with the guidelines of RUSA of the Government of India :Provided that, every such notification shall be laid as soon as may be, after it is issued, before each House of the State Legislature.
