Present petition has been filed seeking direction to the respondents to make the Dengue Control Programme meaningful, efficacious, comprehensive and adequate.

A counter affidavit has been filed by the State Government. According to the counter affidavit, 2146 dengue positive cases were reported in the year 2016. The Dengue Positive statistical data of the State shows that only four districts Dehradun, Haridwar, Nainital and Pauri Garhwal were affected by Dengue and was prevented to spread in other districts.

The standard treatment of all Dengue Positive Cases was done according to the guidelines issued by National Vector Borne Diseases Control Programme, Government of India for the treatment of Dengue, availability of Essential drugs and Diagnostic kits were ensured in every Hospital. For Diagnosis of Dengue, the Rapid Diagnostic Kits are available upto the Primary Health Centre level in all the Dengue susceptible districts.

A supplementary affidavit has also been filed by the State Government, according to it, there are 7 designated Sentinel Surveillance Hospitals (recommended by Government of India) for testing dengue by ELISA tests, free of cost, which are as follows:-

      i.     Doon Hospital, Dehradun.
      ii.    HIHT Jolly Grant Dehradun.
      iii. Government       Medical     College,
             Haldwani, Nainital.

iv. Base Hospital, Haldwani, Nainital v.Mela Hospital, Haridwar.

vi.

Srinagar Medical College, Srinagar, Pauri Garhwal.

vii. District Hospital, Rudrapur, Udham Singh Nagar.

For the year 2017 one additional Sentinel Surveillance Hospital has been approved for ELISA testing of Dengue Cases at Coronation Hospital, Dehradun.

Source reduction activities (house to house visit) were conducted by ASHA and Nagar Nigam employees for prevention of mosquito larva breeding, Information, Education and Communication (IEC) of general public for community participation for prevention and control of Dengue.

The petitioner has highlighted less number of isolated wards in the Hospitals. According to the affidavit, separate isolation wards with adequate number of beds were made available at District/Base Hospitals of all the districts.

Accordingly, present petition is disposed of by issuing following mandatory directions:-

A. The State Government is directed to increase the number of Sentinel Surveillance Hospitals in the State of Uttarakhand by taking into consideration the outbreak of Dengue in the State of Uttarakhand. B. The State Government is also directed to provide sufficient number of wards in each hospital to admit the patients with the signs of Dengue.
C. The Central Government is directed to consider providing sufficient grant- in-aid to the State Government to control Dengue.
