Section 2(i) in The Aircraft (Investigation of Accidents and Incidents) Rules, 2012
(i)"causes" means actions, omissions, events, conditions, or a combination thereof, which led to the accident or incident but does not amount to assigning fault or determination of administrative, civil or criminal lability;
