18. Delegation of powers by the Government.
(1)The Government may delegate all or any of its powers under this Act except those conferred upon it by section 20 and this section, to any person or authority subordinate to it.(2)The exercise of any power delegated under sub-section (1) shall be subject to such restrictions, limitations or conditions, if any, as may be laid down by the Government and shall also be subject to its control and superintendence.
