Section 59(3) in Bihar Juvenile Justice (Care and Protection of Children) Rules, 2015
(3)The Superintendent may peruse any letter written by or to the juvenile or children, and may for the reasons that he considers sufficient refuse to deliver or issue the letter and forward it to the Committee after recording his reasons in a book maintained for the purpose.
