Section 177(3) in Rajasthan Panchayati Raj Rules, 1996
(3)Junior Engineer of Panchayat Samiti shall be responsible for site inspection of the works executed by Panchayats and Panchayati Samiti at plinth level, roof level and on completion to ensure quality of construction and technical specifications of the works. The details of measurements of works shall be entered in the measurement book kept for this purpose.
