Section 17(3) in Kashmir and Jammu Universities Act, 1969

(3)The Registrar of University shall, subject to the sanction of the ViceChancellor and subject to the Regulations that may be framed in this behalf, control the ministerial, technical and inferior staff of the University concerned.
