Section 661(a) in Police Regulations, Bengal , 1943
(a)Without a reference to the Deputy Inspector-General of the Ranger a Superintendent shall not make any permanent change in the number of officers allotted for any prescribed duty or to any police-station in the district or undertake any new duties of a permanent nature.
