Section 74(1) in The Bihar Panchayat Election Rules, 2006
(1)The Returning Officer or the Officer authorised by him shall remove from the place of counting all other persons except -(a)Such persons to whom he/she appoints to assist the counting;(b)Persons authorised by the Commission or District Election Officer;(c)Public servants on duty in connection with the election; and(d)The candidate, Election Agent and Counting Agent.
