(c)A forfeiture of pay and allowances incurred by any person subject to the Act owing to his absence as a prisoner of war may in whole or in part be remitted by the Chief of Air Staff or by the officer commanding the air forces in the field, except when such forfeiture has been ordered by the Central Government under clause (h) of section 91.
