Section 7 in The M.P. Gram Panchayat (Regulation of Sale of Meat and Preservation) Rules, 1998

Meat shall not be rolled up in uncleaned paper or cloth or leaves and shall be brought in such utensil, in which files may not enter. Any person performing in contravention of provisions of this rule shall be liable to be removed from the market by the Gram Panchayat or a servant of Gram Panchayat authorised to inspect the market.
