Section 20(1) in The Orissa Employees' State Insurance (Medical Benefit) Rules, 1951
(1)The State Government may delegate any of the powers or duties conferred or imposed upon it by these rules to such of its officers as it may, with the consent of the corporation, specify in this behalf.
