Section 8(1) in The Rajasthan Civil Services (Service Matter Appellate Tribunal) Rules, 1976
(1)A memorandum of appeal to the Tribunal may be presented by the appellant or his authorised representative or an advocate in person to the Registrar during office hours at the head quarters of the Tribunal or may be sent by the appellant by registered post to the Registrar at the headquarters of the Tribunal.
