(f)two representatives of the port authorities in the four groups of ports mentioned below, each group of ports being taken in rotation in the following order namely :-(i)Calcutta and Cochin,(ii)Mormugao and Paradip,(iii)Madras and Bombay,(iv)Vishkhapatnam and Kandla.
