The annual budget of the Oil Palm Zonal Committee hereinafter referred to as Zonal Committee shall be drawn by every Zonal Committee and submit to the Oil Palm Commissioner for sanction at least one month before the commencement of the budget year. The Oil Palm Commissioner may sanction the budget with such modification as he may consider necessary.
