Section 43(b) in The U.P. Harcourt Butler Technical University Act, 2016
(b)the selection, appointment and term of office of the members of the authorities of the University, including the continuance in office of the first members, and the filling in of vacancies in their membership, and all other matters relating to these authorities for which it may be necessary or desirable to provide;
