At the very outset, Shri Puneet Chandra, learned Counsel for the respondent no. 1 raises a preliminary objection regarding maintainability of present petition before this Court as the matter relates to District Jhansi.
At this stage, learned counsel for the petitioner prays for withdrawal of writ petition with the liberty to file fresh petition before appropriate Court.
