Section 3(a) in The Mizoram Civil Service Rules, 1988
(a)66⅔ of the vacancies shall be filled by direct recruitment through competitive examination to be conducted by the Public Service Commission or by a Committee duly constituted by the Government in accordance with the provisions of these Rules.
