Section 12(1) in The U.P. Essential Services (Conditions of Detention) Order, 1979
(1)Fetters, handcuffs and cross-bar fetters shall not be imposed for reasons of safe custody on an essential services prisoner travelling by road or rail unless a special requisition is made in writing by a police officer not below the rank of Superintendent of Police.
