Section 16(2) in The Orissa Employees' State Insurance (Medical Benefit) Rules, 1951
(2)The technical, nontechnical and subordinate staff shall perform such duties as the Insurance Medical Officer or, if there are more Insurance Medical Officers than one, the Senior Insurance Medical Officer, may, subject to any orders of the State Government, from time to time direct.
