(a)No owner of a bicycle or tricycle shall keep a bicycle or tricycle for private use or for hire or offer a bicycle or tricycle of which he is the owner to ply in that area subject to the authority of the Administration except under a licence granted in this behalf by the Licensing Officer.(b)The Zonal Taxation Officer shall be the Licensing Officer for the purpose of these bye-laws.
