Section 121(1) in The Orissa Municipal Corporation Act, 2003
(1)The Deputy Commissioner of the Corporation shall be subordinate to the Commissioner and shall exercise such of the powers and perform such of the duties as the Commissioner may, from time to time, delegate to him and the Commissioner shall inform the Corporation of the powers and duties which he, from time to time, delegated to the Deputy Commissioner.
