Section 14(1) in The Coimbatore Corporation Services (Discipline and Appeal) Rules, 1986
(1)In the case of an appeal against an order imposing any of the penalties specified in rule 3, the appellate authority shall consider-(i)whether the facts on which the orders was based have been established;(ii)Whether the facts established afford sufficient ground for taking action; and(iii)whether the penalty is excessive, adequate or inadequate; and(iv)after such consideration, shall pass such orders as it thinks proper.
