(2)Responsibility of licensee for act of servant. - If any person in the employ and acting on behalf of the holder of a licence or permit wilfully does any act in breach of any of the conditions of the licence or permit or the provisions of these rules, the holder of the licence or permit shall himself be deemed to have committed such breach, unless he establishes that all due and reasonable precautions were taken by him to prevent it.
