Section 85(6)(e) in The M.P. Bhumi Vikas Rules, 1984

(e)All gas, water, electrically, steam and other service lines shall be shut off outside the property line after notifying the service companies and authorities concerned and obtaining their approval. Any temporary service connections required for the demolition work shall be separately taken and arranged in such a manner as to afford safety to the workmen.
