(4)In the case of summary disposal order section 62 and 66, the proceedings shall be forwarded to the officer superior command to the officer who awarded the punishment, and if the punishment awarded appears to such superior officer to be illegal, unjust or excessive, he may cancel, vary or remit the same and make such other direction as may be appropriate in the circumstances of the case.
