Section 31 in The Orissa Grama Panchayats Election Rules, 1965
31.
If after scrutiny under Rule 29 the Election Officer finds that there is only one candidate each duly nominated for the office of Sarpanch of a Grama Panchayat and for the office of member from each ward of a Grama Panchayat, there shall be no poll and the Election Officer shall immediately declare the person so nominated to have been duly elected.
