Section 24(3) in The U.P. State Universities (Centralised) Service Rules, 1975
(3)If a dispute arise in regard to the seniority of an Officer, the manner shall be decided by orders of the Government which shall be final.Note - A candidate appointed directly may lose his seniority if he fails to join without valid reasons when a vacancy is offered to him. Whether the reasons in a particular case are valid or not shall be subject to the decision of the State Government.
