9.
The Election Officer shall perform such functions as are enjoined upon him under these rules or as may be incidental to or necessary for the discharge of his duties, but in absence of an Election Officer, any Assistant Election Officer or Polling Officer who has been authorized by the District Co-operative Election Officer to do so, shall perform the function of the Election Officer.
