Section 8(1) in Bihar State Universities (Patna, University of Bihar, Bhagalpur and Ranchi) Act, 1960
(1)The GOvernor of Bihar shall be the Chancellor and shall, by virtue of his office, be the head of the University and the President of the Senate, and shall, when present, preside at meetings of the Senate, and at any convocation of the University.
