1. The Appellant filed an RTI application dated 10.10.2022 seeking information on the following points:
(i) "Category wise numbers for each category of Regd Post (with & without AD), Speed Post, Parcel Booking, SB A/c opened, RD A/c opened, MIS A/c opened, 1,2,3 & 5 TD A/c opened, SCSS A/c opened, NSC A/c opened, KVP A/c opened, PPF A/c opened, SSY A/c opened, IPPB A/c opened, PLI A/c opened, Aadhar enrolment, Aadhar updation done, Amount wise postal stamp sold, Revenue Stamp sold, Book Now Pay Later, Cash on Delivery, Money Order, Mutual Fund, Page 1 of 5 Janasuraksha Scheme, Western Union Money Transfer, National Pension Scheme, Electronic Clearance Service, Gangajal Service, Doorstep Service, Indian Post Passenger Reservation System, PLI premium collected, Holy Blessings Services, International Money Transfer Services in Nabadwip Bazar S.O.-741302 during the F.Y. 2018-19, 2019-20, 2020-21, 2021-22 and 2022-23

741302 during the F.Y. 2018-19 to 2022-23
(iv) Name and designation of the Government Servant both departmental and extra-
departmental served in Nabadwip Bazar S.O.- 741302 during the F.Y. 2018-19 to 2022-23.
(v) Business Hours in Nabadwip Bazar S.O.-741302 from Monday to Saturday..."

2. The CPIO replied vide letter dated 16.11.2022 and the same is reproduced as under:-

3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 18.11.2022. The FAA vide order dated 15.12.2022 upheld the reply given by the CPIO except on point no. (v) and observed that the CPIO should have provided the information free of cost as the Appellant falls under the BPL category and therefore Page 3 of 5 directed the CPIO to provide the information on point no. (v) after observing all the relevant RTI fee rules.
4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 06.03.2023.
5. The Appellant remained absent during the hearing and on behalf of the Respondent, Mishu Haldar, Inspector of Posts & Rep. of CPIO attended the hearing through video conference.
6. The Respondent submitted that the available information was provided to the Appellant and the FAA's order was also duly complied with vide their letter dated 30.12.2022, copy of which is also placed in the records of the Commission vide their written submissions dated 26.06.2024.
7. The Commission, after adverting to the facts and circumstances of the case, and perusal of records, observes that the CPIO provided an appropriate reply to the RTI Application incorporating the available information as per the provisions of the RTI Act. Further, in the absence of the Appellant to plead his case or contest the CPIO's submissions, the Commission finds no scope of intervention in the matter. However, a copy of the written submissions dated 26.06.2024 filed by the CPIO before the Commission along with the enclosures shall be duly sent to the Appellant by the CPIO within 2 days of the receipt of this order under intimation to the Commission.
8. The Appeal is disposed of accordingly.
Copy of the decision be provided free of cost to the parties.
