Section 12(3) in Himachal Pradesh Specified Essential Commodities (Regulation of Distribution) Order, 2019
(3)Subject to any directions issued in this behalf by the Government or the Director or the Controller or any other officer authorized by the Director, may issue special permits for issue of any of the specified essential commodity(ies) under this Order to any person(s) who do not reside or intend to reside permanently in the area concerned for obtaining supply of any such commodity(ies) for such period and for such quantity and from such source as may be specified therein.
