283. Savings of one year cannot be utilised in the succeeding year.
- Savings in grants allotted for expenditure in a financial year cannot be utilized for expenditure in the succeeding year. If however, it is desired to include in the estimates the demands sanctioned in the preceding year's budget but not utilized, an explanation should be furnished of the necessity for a regrant without which the demand will not be included.
