20. Casual vacancies in the office of Chairman and Vice-Chairman.-
Upon the occurrence of any vacancy in the office of the Chairman or Vice-Chairman otherwise than in the manner specified in section 18 or section 19, a new Chairman or Vice-Chairman, as the case may be, shall be elected in the manner provided in section 17.
