SHRI S. JAIPAL REDDY (MIRYALGUDA): Sir, the Prime Minister made an extraordinary statement yesterday at Lucknow. We take strong objection to the statement on several grounds.
Firstly, he made the statement outside the House on an issue, which is both sensitive and explosive. It is unfortunate, the Prime Minister has made a habit, of late, to make such statements outside the House.
Secondly, the statement has the potential of communalising the situation in the country, more particularly, in UP, in view of the forthcoming polls.
Thirdly, the statement is highly objectionable because the statement is untrue and it is false. All the authentic pro-Babri Masjid Committees have denounced the statement. It has not only been improper but has been a false statement.
I, therefore, suggest that the Prime Minister should come to the House… (Interruptions)

I am saying, Sir, with full sense of responsibility that the Prime Minister has spoken to none. He has made a misleading statement. Nobody is opposed to talks on Babri Masjid issue but there is no possibility of talks being successful. How can the Prime Minister express a false hope on the basis of a false premise? … (Interruptions)
श्री रामजीलाल सुमन (फिरोजाबाद):अध्यक्ष महोदय, प्रधान मंत्री जी ने कल लखनऊ में जो कहा है, वह निश्चित रूप से चिंता का विषय है। विश्व हिन्दू परिषद ने घोषित कर दिया है कि वह अयोध्या में १२ मार्च में मंदिर निर्माण का काम शुरू कर देगी। प्रधान मंत्री जी ने कहा है कि इसके लिए वार्ता हो रही है और इस वार्ता के कई चरण पूरे हो गये हैं। विश्व हिन्दू परिषद ने कहा है कि हमें वार्ता करने की कोई जरूरत नहीं है और हम तारीख पर अड़े हैं। बाबरी मस्जिद एक्शन कमेटी ने कहा है कि कोई वार्ता नहीं हो रही है। यह बहुत गंभीर सवाल है। उत्तर प्रदेश में बीजेपी की क्या हैसियत है, यह बीजेपी के लोग जानते हैं।

SHRI SOMNATH CHATTERJEE (BOLPUR): Mr. Speaker, Sir, I associate myself with what Shri Jaipal Reddy has said. It is a very sensitive matter. Everybody knows about it. This is not a routine visit to look after the problems of his constituency. He makes a very significant statement obviously related to the March date by which time the election in Uttar Pradesh is to be held. Obviously, it is intended to create some influence there.
Now, Mr. Speaker, Sir, you are asking us to follow certain norms inside the House on how to conduct the business of the House and we should not cross the Lakshman Reka.
But it seems that does not apply to the hon. Prime Minister. He makes important statements outside the House. He is the Leader of the House. He is the Prime Minister. When Parliament is sitting, statements on such important issues are being made outside the Parliament. He has been good enough to come to attend the House today although it is a Monday. Since he is here, I request him to make a statement on this, take the House into confidence and through this House, tell the country what is the real position because this should not be treated as a mere routine matter or a mere matter of BJP and RSS. That is the most important thing. Therefore, he should make a statement on this issue.

श्री विनय कटियार : सारे दलों को बातचीत के माध्यम से इस समस्या के समाधान में बात करनी चाहिए और सब को उसमें सहयोग करना चाहिए। पिछले दिनों हमने इसी समस्या को लेकर बातचीत प्रारम्भ भी की थी। लखनऊ के अंदर हमने बात प्रारम्भ की थी। समाजवादी पार्टी के लोग रोज रामजन्म भूमि और बाबरी मस्ज़िद के विषय को लेकर प्रदेश में दंगे कराना चाहते हैं और आज भी करा रहे हैं।

श्री अटल बिहारी वाजपेयी: अध्यक्ष महोदय, कल मैं लखनऊ में था, वहां एक प्रैस सम्मेलन रखा गया था। महोदय, अब अगर यह व्यवस्था हो कि जब सदन की बैठक चल रही है तो प्रैस को सम्बोधित न किया जाए, किसी तरह की घोषणाएं न की जाएं, नीति संबंधी घोषणाएं न हों, यह बात तो मैं मानता हूं और यह बात सदन को स्वीकार भी है, लेकिन अगर किसी ने अयोध्या के बारे में प्रश्न पूछ लिया तो क्या मैं यह कहूं कि पार्लियामेंट की बैठक हो रही है, मेरे मुंह में ताला लगा हुआ है। यह मैं नहीं कह सकता और संसद यह चाहेगी भी नहीं। इस संबंध में जिस तरह के प्रतिबंध हमारे ऊपर लगाए जा रहे हैं, उसी तरह के आपके ऊपर भी लगेंगे। प्रतिपक्ष इस जिम्मेदारी से बचेगा नहीं। कल मैंने अयोध्या के बारे में क्या कहा, मुझ से यह सवाल पूछा गया। सवाल यह था कि विश्व हिन्दू परिषद ने मार्च के महीने तक अयोध्या की समस्या के समाधान के लिए कहा है, आपकी क्या प्रतक्रिया है। मैंने कहा कि हम चाहते हैं कि अयोध्या की समस्या मार्च के पहले ही हल हो जाए। इसके लिए बातचीत भी चल रही है।…( व्यवधान )

श्री अटल बिहारी वाजपेयी:अध्यक्ष महोदय, कल मुझे कितने प्रतनधि मंडल मिले और उनमें अलग-अलग सम्प्रदायों के प्रतनधि मंडल थे। मैं इसकी सारी सूची सभापटल पर रखने के लिए तैयार हैं, लेकिन अगर अयोध्या की समस्या के गंभीर समाधान में आपकी रुचि है तो आप इसका स्वागत करेंगे कि जब वार्ता चल रही है तो उसके बीच में उस वार्ता के बारे में घोषणाएं हों, यह ठीक नहीं है। हम जब उस नतीजे पर पहुंचेंगे तो सदन के सामने आएंगे और फिर आप जो भी आलोचना करेंगे, उसे स्वीकार करेंगे।
