Section 21(1) in The Himachal Pradesh Tenancy And Land Reforms Rules, 1975
(1)A landowner who intends to resume land for his personal cultivation under section 104 shall himself or through an authorised person submit an application in Form LRV in duplicate to the Land Reforms Officer in whose jurisdiction the land is situated. In filling up the Form the landowner shall be assisted by the Patwari concerned.
