Section 16(1) in Rules of the Assam Dental Council
(1)When counting of votes has been completed, the Returning Officer shall, subject to the provisions of Section 21 of the Act forthwith declare the candidate or candidates, as the case may be, to whom the largest number of votes have been given, to be elected.
