ORDER
1. This is regarding the complaint made by the applicant not to drain the underground sewage into the Thattankuttai Lake in Chandrasekarapuram Panchayat, Rasipuram Municipality.
2. In the first report of the Commissioner - Rasipuram Municipality, it is stated that as per the design of the UGSS, the treated water from the STP is to be discharged on the downstream of the Thattankuttai Lake and the required infrastructure has already been created and presently the treated sewage is being discharged in the downstream of the lake and it is not reaching the lake.
3. In the second report dated 17.08.2023, the Commissioner has stated that according to the UGSS design, the total number of house service connections is 16,879 in Rasipuram Town. The work of providing the connections is going on and the said work has now crossed 6000 Nos. as on date and the complete household connection will be covered as soon as possible.
4. The report filed by the TWAD Board which was impleaded subsequently filed a report dated 04.01.2024, wherein it is stated that the sewage water collected in the areas where UGSS not covered from the Rasipuram Municipality is flowing in an open canal adjacent to the western side to the STP premises and let into the lake near the entrance of the Micro Composting Centre for processing solid wastes. The solid wastes generated from the Rasipuram Municipality are being dumped in the Thattankuttai Lake. The faecal coliform and total coliform level Page 2 of 3 in the lake water are very high due to the discharge of untreated sewage flowing through the open canal and let into the lake. Further, medical waste and poultry waste are also dumped in the lake area.
5. In this regard, we direct the Commissioner - Rasipuram Municipality as well as the TWAD Board to conduct a joint inspection in these areas and bring out a workable solution along with the timeline in their next report.
