(a)When any re-appropriation is made in pursuance of any power delegated under Rule 491, if the expenditure is sanctioned by Government but the re-appropriation is to be sanctioned by the officer to whom the power is delegated, the order issued by Government to such officer, shall conclude with the following direction: -
