Section 22(12)(a) in All India Services (Death-Cum-Retirement Benefits) Rules, 1958

(a)Family pension to the parents shall be payable if the parents were wholly dependent on the member of service immediately before his death and the deceased member of service is not survived by a widow or an eligible child.
