Section 3(1) in The Orissa Stage Carriages (Licensing of Conductors) Rules, 1994
(1)The licensing authority shall be-(i)in the Case of Police District, Rourkela, the Regional Transport Officer, Rourkela and in the case of district of Puri, the Regional Transport Officer, Puri; and(ii)in case of any other region in the State, the Regional Transport Officer of the region concerned.
